The objective of this program to prevent HIV/AIDS among the people most at risk for acquiring the disease, including sex workers, injecting drug users, clients of sex workers and migrants. The program also works to provide care and support to the people living with HIV. Under this program has some following interventions:

• Awareness campaign on HIV/AIDS
• Drop in Center (DIC)
• STI treatment and prevention
• Promoting and distribution of Needle-Syringe and condoms
• Voluntary Counseling and Testing (VCT)
• Counseling and Education session on HIV prevention, care and support
• Referral linkage with ARV service providers and institute
• IGA for Female Sex Workers
• Literacy support for sex workers
• Education support for the children of female sex workers
